The GIMP
The GIMP is the most widely known Open Source program for the drawing of images, and editing of photos. It is available for many operating systems. It also offers you many options to modify pictures taken from your digital camera.

OpenOffice.org Draw
This is part of the OpenOffice.org program. A HOWTO is available.
GraphicsMagick
This is a simple tools to process images, e.g. to change the attributes, create automatically a pencil or oil drawing, invert the colors. You can paint drawings and can convert a lot of picture formats, even exotical ones. Is is a successor of the ImageMagick graphics library.
