I'd like to note about "packages/maintainer ratio". In Mandriva, this ratio must be in the hundreds packages per maintainer, while in Debian I bet it doesn't go much bigger than tens of packages per maintainer.

Automation = less work, less people can do more (or more people have time to do other things :]).

So I think the extra work required to do "proper packaging" should be evaluated together with this issue.
